Why it makes sense to invest into college towns?

For non institutional foreign investors without decades of on-the-ground investment experience at gateway cities like New York or LA, chances are they would either overpay for an assets because time pressure to compete, or invest into assets with weaknesses (zoning change, property tax) not apparent to foreign investors.
